August 2020 PADD Board of Directors Meeting
The PADD Board of Directors held a virtual meeting on Monday, August 10, 2020 at 1:00 p.m. (CT). Judge Hollis Alexander, Board Vice Chair, led the meeting. Federal and State Reports were provided by Morgan Alvey, Field Rep. for U.S. Senator Mitch McConnell, Corey Elder, Field Rep. for Congressman James Comer, and Jason Hasert, Field Rep. for U.S. Senator Rand Paul. KY State Senator Whitney Westerfield provided a report stating CARES Act funding is making a difference in many sectors. There are a host of issues related to COVID-19 that continue to be discussed and addressed such as students returning to in-person school instruction, use & limitation of executive orders, evictions, and unemployment insurance claims. While not in session, committees are reviewing regulations and exploring areas based upon feedback; so if you are aware of any issues, please reach out to your legislators. In addition, reports were provided by Elton Thomas, Field Rep. for DLG, Deneatra Henderson, Chief District Engineer for KYTC-D02, and Doug Taylor, West KY Rep. for the Dept. of Rural & Municipal Aid. Amy Frogue, PADD Associate Director, CED, presented a RLF Plan for CARES Act Revolving Loan Fund Supplemental Disaster Recovery and Resiliency Awards. She reviewed the Loan Fund Plan Summary, which approved by the Board. Jill Collins, Director, Pennyrile AAAIL provided an update on the aging waiting list, nutrition program and plans for the upcoming Walk to End Alzheimer’s. Sheila Clark, Director, WKWB, provided an update on the labor market, unemployment rates, career center activity, the National Dislocated Worker’s Grant employment recovery opportunity, and youth programs in the west KY area. Judge Executive Jack Whitfield (Hopkins Co.), presented information on the formation of the West Kentucky Coalition whose purpose will be to provide a platform for which the western most counties of the Commonwealth can come together to share and promote a common and coordinated level of support on issues that affect our region at the local, state, and federal levels. Jason Vincent, PADD Executive Director, presented a corporate resolution for the Revolving Loan Fund (CARES Funds) and a corporate resolution for Pennyrile Area Development District, acting fiscal agent for West Kentucky Coalition, for approval; both resolutions were approved by the Board. Mr. Vincent stated we are working with Lake Barkley Resort Park and the golf course in hopes of holding the 32nd Annual Pride of the Pennyrile Industry Appreciation event on September 24, 2020 in a safe manner for our business and industry participants.
