Sheila Clark

Director, West Kentucky Workforce Board
Sheila coordinates all workforce activities for the WKWIB within the Purchase/Pennyrile Workforce Investment Area covering the 17 western-most counties of Kentucky.  The WKWB works in conjunction with the Purchase Area Development District, Mayfield, and the Pennyrile Area Development District, Hopkinsville.  Sheila is located at the Pennyrile ADD office in Hopkinsville.

Barbara Abendroth

Workforce Assistant
Barbara is responsible for program oversight including onsite program monitoring, program technical assistance, program planning and program development.  She assists on-site at the Career Centers with customer tracking issues.  She provides individual and group staff training.  She also assists with data/performance reviews of program outcomes.  She often represents the workforce area in local and regional program planning meetings.

Juliet Allen

Workforce Programs Coordinator
Julie assists with the coordination of the WIA Youth and Dislocated Worker programs. She provides coordination in On-the-Job training and other business services. She also provides technical assistance to program contractors and is involved in related procurement activities.  Julie is housed at the Pennyrile ADD office in Hopkinsville.

Kelly Allen

Workforce Assistant
Kelly assists with the coordination of special projects and workforce programs in the Pennyrile counties. She also assists the Financial Coordinator and Workforce Programs Coordinator.  Kelly is located at the Pennyrile ADD office in Hopkinsville.

Troy Courtney

Program Coordinator - Career Solutions Community
Troy is the Program Coordinator for Career Solutions Community.  He coordinates the workforce and training program activities and functions for the Community, as well as is responsible for the oversight and organizational efforts.  Troy is located at the Career Solutions Community in Paducah.

Cindy Cummings

MIS / Financial Coordinator
Cindy assists with fiscal management of the West KY Workforce Board in regards to LWIOA, State and Department of Labor policies.  She prepares and oversees all individual, administrative, and contractual program budgets for various workforce programs.  She also maintains a computerized accounting system for financial data of individual contracts, individual funding categories, and overall tracking of LWIOA expenditures accompanied by preparing all required financial reports for submission to the state/DOL.  Cindy is located in the Pennyrile ADD office in Hopkinsville. 

Molly Deahl

Business Liaison / Participant Services Specialist
Molly provides employment-related services to businesses and customers within the Pennyrile area.  She represents the Workforce Board on various community and business groups. She supplies career counseling for individuals, while also determining program eligibility and conducting required assessments.  Her office is located at the JobNet Career Center in Madisonville, where she serves as the primary contact for the Career Center operations.

Cathy Holshouser

Executive Assistant - Career Solutions Community
Cathy provides administrative support for the Program Coordinator and staff at Career Solutions Community, where she is located.

Tammy Hyde

Training / Data Specialist
Tammy is responsible for data management/reporting associated with Kentucky Employment Operating System (EKOS).  She works directly with training providers requesting to be on the local Eligible Training Provider List.  Tammy is located in Hopkinsville at the Pennyrile ADD office.

Cindy Massie

Executive Assistant
Cindy prepares correspondence and documents for the WKWIB Director.  She records minutes of all WKWIB Board and committee meetings and assists in updating board memberships and submitting documents to the State.  She assists the MIS/Financial Coordinator with disbursement of invoices and works with the Director and Financial Coordinator in preparation of WKWIB Administration contracts.

Sonya Nance

R‚Äčeceptionist - Career Solutions Community
Sonya provides rehabilitation, employment and training resources for eligible participants.  She greets and directs participants, provides data entry and manages the telephone system at Career Solutions Community in Paducah, where she is located.

Kimberly Proffitt

Participant Services Specialist
Kim provides employment-related services, determines program eligibility, conducts assessments, and offers career counseling to individuals.  She is located at the Career Advancement Center in Central City Monday thru Wednesday, and at the JobNet Career Center, Madisonville on Thursday and Friday.

Eugenia Snorton-Davis

Workforce Services Specialist
Eugenia provides employment-related services to customers in the Hopkinsville area, determines program eligibility, conducts assessments, and offers career counseling to individuals.  She also serves as a contact with our Fort Campbell customers.  She is located at Breathitt Career Center, Hopkinsville, and Fort Campbell Career Center, Fort Campbell.

Tom Sholar

Business Liaison
Tom provides employment-related services to businesses in the Pennyrile counties.  He serves as the primary contact for the Chambers of Commerce activities and local business groups.  He also matches business services of all workforce partner agencies to the needs of employers.  Tom is located at the Pennyrile ADD office in Hopkinsville.

Melissa L. Thompson

Workforce Liaison / Website Coordinator
Melissa works directly with training providers in establishing Individual Training Accounts (ITA's) along with obligating funding and monitoring training statuses for program customers.  She  assists with the data entry and tracking of workforce and training related information.  She provides support to WIA staff in technology-related areas.  Melissa is also the Website Coordinator for the PADD and the WKWB. Melissa is located at the Pennyrile ADD office in Hopkinsville.

Karen Wallace

Program Specialist
Karen coordinates a program for non-custodial parents called "Right Choice." She also serves in a case management capacity that includes eligibility determination, assessment activities, and counseling for individuals entering workforce-funded programs. She is located at Breathitt Career Center in Hopkinsville.
