The Pennyrile Area Development District is governed by a Board of Directors comprised of elected officials from the counties and communities
within the district, as well as non-elected citizen members representing a cross-section of the region's social and economic institutions.

Caldwell County

Ellen Dunning

Judge Executive

Ellen Dunning, Caldwell County Judge Executive, joined the PADD Board in January 2015.  She received her BA Degree from Georgetown College and her Masters Degree in Education from Murray State University.  A retired teacher from Caldwell County, Ellen was an ACE employee of the American Cancer Society for two years and enjoys traveling, reading, trapshooting and spending time with family and friends.  She is a member of Pleasant Grove Baptist Church.

Danny Beavers

Mayor of Princeton

Daniel Beavers, Mayor of Princeton, joined the PADD Board in January 2015.  He received his BA from Western KY University and his Masters Degree from Murray State University.  He was a former newspaper editor, retired teacher of 30 years, baseball coach and high school baseball umpire for 25 years.  Danny enjoys playing golf, photography, traveling, high school baseball, and spending time with his three grandchildren.

Charles "Nicky" Baker

Citizen Representative

Charles “Nicky’ Baker, joined the PADD board in July 2015.  Nicky received his BS Degree in Agriculture from Murray State University and is a 5th generation farmer.  He is a former Caldwell County Magistrate and enjoys being a  member of the Caldwell/Lyon Cattleman’s Association “Grilling Team”.

George Barber

Citizen Representative

Col. (Retired) George Barber joined the PADD Board in March 2015.  He received his BS Degree from Murray State University, his Masters Degree in Education from Boston University and his Masters Degree in National Security & Strategic  Studies from the Naval War College.  George served 30 years in the U.S. Army and was a Middle School Teacher in Caldwell and Christian Counties for 11 years.  Honors receive include Army Jumpmaster, Senior Airborne Wings and Army Air Assault Wings.  George enjoys trout fishing, electric trains, traveling and spending time with his grandchildren.

Christian County

Steve Tribble

Judge Executive

Steve Tribble, Christian County Judge Executive, has served on the PADD board since January 1994.   Steve received his Bachelor of Science Degree in Business Administration from Murray State University and currently serves on the Board of the MSU Alumni Association.  He has served as President of the KCJEA Association, KBT, KACo, and KCADD.  He enjoys attending sporting events, hunting, fishing and riding his motorcycle.

Carter Hendricks

Mayor of Hopkinsville

Carter Hendricks, Mayor of Hopkinsville, joined the PADD board in January 2015.  He received his BA degree from Western Kentucky University and his Master of Arts in Education from Concordia University in Saint Paul, MN. He is a graduate from the Institute of Organizational Management (IOM), U.S. Chamber of Commerce.  Carter enjoys spending time with his wife and two children.

Rev. Buddy Slaughter

Citizen Representative

Rev. Buddy Slaughter joined the PADD board in July 2015. Buddy is a U.S. Army Veteran and currently serves as Pastor of Means Avenue Baptist Church. He is also Executive Director of Challenge House, Inc. in Hopkinsville, KY.  Hobbies include running, mountain bike riding, weight lifting and golf.

Bernard Standard

Citizen Representative

Bernard Standard is the Executive Director of the Hopkinsville Human Relations Commission.  He has served on the PADD board since July 1992.  Bernard also enjoys photography.

Lori Harper

Citizen Representative

​Lori Harper is the Vice President of the West Kentucky Office for Rogers Group Inc.  She has served on the PADD board since July 2009 and currently serves as Board Vice Chair.

Crittenden County

Perry Newcom

Judge Executive

Perry Newcom, Crittenden County Judge Executive, joined the PADD board in January 2011.  Perry served in the U.S. Air Force from 1990-1993 and is a Desert Storm Veteran. He received his BS in Agricultural Business from Murray State University and is the owner of Crittenden Farm Supply, Inc.  Perry is currently Treasuer of the KY County Judge Executive’s Association, Past President of the Agri-Business Association of KY and Past President of the Crittenden County Lyons Club.  He enjoys numerous outdoor sports such as golf, fishing, hunting and bike riding.

Robert B. Frazer

Citizen Representative

Robert (Bart) Frazer, is the City Attorney for Marion, KY Attorney for Crittenden-Livingston Water District, and Crittenden County Master Commissioner.  Bart has served on the PADD board since July 1999 and is a past Board Chairman.  He received his BBA from the University of Kentucky, his MBA from Murray State University, and his Law J.D. from Mississippi College School of Law.  Bart is a past board member of the KY Personnel Board and KY Land Title Association.

Roger Simpson

Citizen Representative

​Roger Simpson, Citizen Member, joined the PADD board in May 2016.  Roger received his Bachelor of Science Degree from the University of Kentucky, is a Vietnam Veteran, retired airline pilot, part-time farmer and former PADD board member.  He enjoys numerous outdoor sports, horses and farming.

Hopkins County

Donald Carroll

Judge Executive

Donald Carroll, Hopkins County Judge/Executive, has served on the PADD board since January 2007 and currently serves as Board Secretary.  With more than 20 years experience in both law enforcement and transportation safety, he has served in many capacities including Sheriff of Hopkins County, and is a former President of the Kentucky Sheriff's Association.

David Jackson

Mayor of Madisonville

David Jackson, Mayor of Madisonville, joined the PADD board in January 2011.  David received his BA in Business Administration from the University of Kentucky and he is a Certified Public Accountant andCertified Management Accountant  David maintains an active membership with the Kentucky Society of Certified Public Accountants, American Institute of Certirfied Management Accountants, and holds a Series 7 and 63 Securities Licenses.  In addition, he is a licensed minister with the Church of God and is currently pastor of Living Waters Church of God in Madisonville.    David enjoys spending time with his family, swimming, biking, kayaking, is a licensed pilot.

Jenny Sewell

Mayor of Dawson Springs

Jenny Sewell, Mayor of Dawson Springs, has served on the PADD board since July 2008.  She is the Mayor of Dawson Springs, and currently serves as Chair of the Main Street Program and Historic District Commission, and has received several local awards, and is very interested in community and tourism development.

Chris Phelps

Mayor's Designee, City of Morton's Gap

Chris Phelps joined the PADD board in July 2016.  Chris is Vice President and Real Estate Appraiser with G. Herbert Pritchett  Associates, Inc. in Madisonville, KY.  He received his BSBA from Murray State University and has multiple designations from the Appraisal Institute and CCIM Institute.  He is a Kentucky Colonel and currently serves on the City Council of Mortons Gap.  He enjoys sports, guns, fishing, politics, economic business, real estate, finance and spending time with his family.

Livingston County

Chris Lasher

Judge Executive

Chris Lasher, Livingston County Judge Executive, has been a member of the PADD board since January 2003 and is a past Board Chairman.  He is Chairman of the Regional Recycling Board and holds an Associate’s degree in Electronic Engineering Technology.  He is an active sportsman (President of the Lola Sports Club), and enjoys carpentry and investing.

Billy McGee

Mayor's Designee, City of Smithland

​Billy McGee joined the PADD board in February 2008.  He is an attorney and has a law firm in Smithland, KY.

Terry Stringer

Citizen Representative

Terry Stringer, Citizen Member, joined the PADD board in January 2016.  Terry is retired with 38 years of service as a Fire Chief, 20 years of service in Emergency Management, 20 years as Vice President of K.M.C.A. Livingston Co. L.E.PC. and has been serving as a Magistrate for the past 26 years.  He enjoys hunting, fishing, camping, nascar, college sports and spending time with his three granddaughters.

Crissy Carter

Citizen Representative

Crissy Carter, Citizen Member, joined the PADD board in May 2015.  Crissy is a graduate of Murray State University and holds a Bachelor of Science and Master of Science degrees. She is a licensed and registered dietitian at Livingston Hospital and Healthcare Services, Inc.  Crissy is an active member of the Western KY Academy of Dietitics, Purchase AHFC Board, Kentucky Cancer Council Board of Directors, Community Education State Advisory Member, and Livingston County Board of Health member.  In her spare time she enjoys spending time with her two children.

Rell Peck

Mayor's Designee, City of Salem

Rell Peck, City of Salem, re-joined the PADD Board in May 2014.  He has a BS degree in Finance from Western Kentucky University and a BS degree in Health Care Management from Southern Illinois University.  Rell served in the U.S. Navy for four years and owned his own trucking business for 20 years before retiring.

Lyon County

Wade White

Judge Executive

Wade White, Lyon County Judge Executive, joined the PADD board in January 2011.  Wade graduated with honors from the University of Kentucky with a Bacherlor of Arts degree in Political Science and a minor in History.  In his spare time, he enjoys hunting and fishing.

Nancy Slaton

Mayor of Eddyville

Nancy Slaton, Mayor of Eddyville, joined the PADD board in January 2011. Nancy has an Associate Degree from Mid-Continent Business and has served on the City Council for the past eight years.  She is a Girl Scout Leader and very active in youth and Christian activities in Lyon County.

Lee "Butch" McCollum

Mayor of Kuttawa

Butch McCollum, Mayor of Kuttawa, has served on the PADD board since 2003.  He is a graduate of Lyon County High School, served in the U.S. Navy and is a certified welder.  Elected as mayor for five terms,  Butch is proud of the accomplishments during his tenture which include annexation of Moon Bay Developments, a new sewer treatment plant, a new amphitheatre and walking/biking trail.  He enjoys woodworking and vintage cars.

Denise Sutton

Citizen Representative

Denise Sutton, Citizen Member, joined the PADD board in January 2014.  She has a Bachelor of Science Business degree and a Master of Business Administration degree from Murray State University.  Denise is currently the Lyon County Treasurer and has served in this capacity since 1995.  She is also the Lyon County District Extension Board Treasurer and is a member of the KY Association of County Treasurers and Finance Officers.

Muhlenberg County

Rick Newman

Judge Executive

Rick Newman, Muhlenberg County Judge Executive, has served on the PADD board  since January 2007 and currently serves as PADD Board Chair.  He received a BS degree from David Lipscomb College, and has 28 years experience in the steel industry, and served on the Muhlenberg County School Board for 14 years; 10 as Chairman.

Jan Yonts

Mayor of Greenville

Jan Yonts, Mayor of Greenville, joined the PADD board in January 2015.  She received her BS Degree in Elementary Education and Masters Degree in Education from Murray State University.  She is a retired Muhlenberg County teacher and served as the 3rd District Retired Teachers Board Vice President.  Jan also served on the Greenville City Council for 12 years.  She enjoys spending time with her grandchildren.

Barry Shaver

Mayor of Central City

Barry Shaver, Mayor of Central City has been on the PADD board since July 2010.  He is a business owner in Central City, and enjoys golf and fishing.

Gary Jones

Citizen Representative

Gary Jones has been a member of the PADD board since June 2003.  He is the Director of Business Development for the Muhlenberg Alliance for Progress.  He holds a BS Degree from Western Kentucky University and currently serves on the PACS Board of Directors and is Co-Chairman of the Greenville Toursim Commission  Gary is also Past President of the Muhlenberg Chamber of Commerce and was selected as the Muhlenberg Chamber of Commerce Citizen of the Year in 2014.  He enjoys NASCAR racing and classic cars.

Todd County

Daryl Greenfield

Judge Executive

Daryl Greenfield, Todd County Judge Executive, joined the   PADD board in January 2011.  Daryl is a farmer and has served on the Farm Credit Services of Mid-America Board for 12 years, Hopkinsville Elevator Board for 20 years, CAE Ethanol Plant Board for 6 years and was formerly Vice President of the Todd County Farm Bureau.  He enjoys flying and riding his motorcycle.

Jackie Boyd Weathers

Mayor of Elkton

Jackie Boyd Weathers, Mayor of Elkton, joined the PADD Board in January 2015.  She has a Bachelors Degree in Vocational Home Economics and Theatre Arts and a Masters of Education degree. Jackie enjoys most any outdoor activity.

Scott Marshall

Mayor of Guthrie

Scott Marshall, Mayor of Guthrie, joined the PADD board in July 2012 and currently serves as the PADD Treasurer.  Scott received his certification as Emergency Manager from Austin Peay State University and is a Captain/Paramedic with the Montgomery County Emergency Medical Services.  He serves on the Logan/Todd Regional Water Commission and enjoys waterfowl hunting and deer hunting.

Jo Ann Holder

Mayor of Trenton

Jo Ann Holder, Mayor of Trenton, joined the PADD board in January 2015.  She has a Masters Degree in Education from Austin Peay State University and is a Todd County retired teacher of 29 years.  Jo Ann currently serves as the Vice President of the Todd County Retired Teachers Association, is Commissioner for Logan-Todd Regional Water, and a Commissioner member of the Todd County Industrial Foundation.  She enjoys playing golf, traveling, and cheering on the UK Wildcats.

Trigg County

Hollis Alexander

Judge Executive

Hollis Alexander, Judge Executive of Trigg County, joined the PADD board in January 2013.  Hollis is an Eastern Kentucky University Police Academy graduate (1989) and he has 24 years of experience in law enforcement.  He served as the Chief of Police for the City of Cadiz for 16 1/2 years until his appointment as Judge Executive in 2013.  He has three children and enjoys hunting and fishing.

Todd King

Mayor of Cadiz

Todd King, Mayor of Cadiz, joined the PADD board in January 2015.  He is the owner and the licensed Funeral Director of King’s Funeral Home.  Todd is a Kentucky Colonel recipient and a member of Canton Baptist Church.  He enjoys spending time with his family, wife Clarissa and two children, Jonathan and Macey.

John Sumner

Citizen Representative

John Sumner joined the PADD board in March 2013.  He is the Director of Western State Nursing Facility.  He holds a Nursing Home Administrator’s License and received his Bachelor of Science from Murray State University.  John enjoys golf, hunting, boating and vacationing.

Kim Humphries

Citizen Representative

Kim Humphries joined the PADD board in March 2013.  She is a teacher at University Heights Academy.  Kim received a BS in Chemistry from Centre College and received her MS in Organic Chemistry from Vanderbilt University.  She is a mother to three active children involved in softball, basketball, 4-H, etc. and enjoys spending time with her family.
